Seeking a children's book illustrator

Hello, I am seeking an experienced children's book illustrator to create a set of illustrations for my upcoming book. It is important that the Illustrator is able to draw pictures that depict ethnic and racial diversity, particularly of the people who are of African decent. Also the ability to incorporate sign language throughout the drawings is needed.
I would like the style of illustration to be in Cartoon style, and I am open to any colors the illustrator might suggest. I will need more than 7 illustrations in total for the project. The illustrator should make sure that their designs are creative and well-done to bring my book to life.
