Seeking an artist for custom print OR t-shirt

I am seeking to have a custom, obscure, weird parody piece commissioned for my sister. I am imagining a well-done piece, possibly airbrush but definitely cholo/urban/lowrider style. The highlight of the scene is the point of the (inside) joke: a PT Cruiser and a Chevy HHR, with a banner containing the full written-out names (Plymouth Truck Cruiser and Heritage High Roof). The goal is to be as tacky and cringe-worthy as possible without sacrificing artistic quality.
