Scribus Template Creation with Master Pages

I'm in need of an expert to create and deliver Scribus templates with master pages. The requirements for the project are as follow:
- Incorporate text boxes with over page flow, image placeholders, and sections for headers and footers within the templates page numbering, title and author.
- The design should reflect neutral and minimalist colors. But appropriate styles, headings, and fonts.
- The overall style should resonate classic and traditional design.
The ideal candidate should have excellent knowledge and experience in Scribus, and an understanding of classic design old school design.
Experience in creating templates or layouts with master pages in Scribus 1.6.1 and the ability to help the end user implement and use the example templates is essential.
These are not for use in the actually project but rather a demonstration of knowledge and skills.
