SVG File Creation from PNGs (multiple layers)

I am an artist that is creating downloadable tutorials in the final form of PDFs.
From photographs of my work, I am looking for someone to create SVG files of each layer of different colour paper. Allowing a student to use the SVGs to cut each paper layer out and assemble at home.
I have examples of previous tutorials and SVG files for you to refer to.
I need each design to be manipulated into three versions. A "Design" version, which shows all the pieces overlayed to produce the artwork in colours reflecting the original artwork, a "Tracing" version, which is the outline of each piece to be cut out (labelled), and a "Quilling" version, which shows all the 3D line work in my original piece. I have attached examples for you to see in this project.
I require these images to be supplied as SVGs, JPGs and SVG files.
