Royalty Management Web Portal Development

I am looking to develop a website portal and dashboard in stages that will allow PAs of Authors to log in and manage licensees and their royalty payments. There would be two parts, a client side (author/PA) and the merchandiser side... plus I guess our ability to see all and monitor it. Automatic emails would be sent to remind merchandisers that royalty payments are due etc
Our end goal would be to have a website which enables authors/PAs to create contracts through the website, send them through to merchandisers, have merchandisers send them off, they store in in the clients merchandiser files. And for merchandisers they could upload the items they are selling for that particular author so that everyone is on the same ground - it should include the RRP of the item etc. We would love if there was a chat function, so that all discussions regarding contracts and their negotiations were conducted through there, rather than having emails stuck in spam boxes etc.
But initially, we would just look at management and work our way to the big end goal.
