Resize JPEG for Indoor Banner

I have a JPEG image that needs to be resized to fit a 30' x 10' banner. The banner will be used for indoor display, so the resized image should maintain high resolution and visual quality.
File Requirements:
- The final file must be in .pdf, .psd, and .eps formats.
