Refine Clip Art Image and vectorize it -- 2

I have a single piece of clip art that only needs a light touch.
It is created with Photoshop and I have the psd file. The 1320 x 1100 px but when I resize it to png 140 x 120 px the lines are not that sharp as how they should be.
So I need this to be fixed and I know that for some proffessional this will be just a few min work, but for me is a bit hard to get it done ...
