Referral Bonus System Development for Web

I am looking for a skilled developer to build a referral bonus system for our web platform. This system will be a key feature in our customer acquisition strategy.

1. The referrer receives a 5% bonus on every deposit made by the referred person.
2. The referrer receives a 3% bonus on every deposit made by a person referred by the initial referred person.
3. The referrer must have deposited at least 5 million in a month to benefit from the bonus.
4. The user must be registered with a single phone number and cannot be referred by more than one number.
I don't have a website at the moment. I would like the referral program to be a standalone system for a service I provide to customers, and I don't need it to be integrated into an existing website.
