Redraw single image as pixel drawing (24 hour project)

Looking for someone to redraw a single image (attached below) as a pixel illustration. This needs to be done in the next 24 hours.
While redrawing the image, you would need to save JPGs along the way, from the first line to the completed image as Im making a time lapse video of the image building up. You would need to save 1500 steps, simple saving a JPG every few lines made. You would upload the JPGs as you go. My budget for this is 350 $.
