Realistic Fish Design and Animation

I need a skilled designer to convert a 2D image of a fish into a layered PSD file, create a prefab version, and produce an animation for unity project. End goal is, i can just drag the fish in view and it started swimming.

Requirements:
- Realistic fish design based on provided reference image
- Layered PSD file at 3840x2160 pixels
- Prefab version for game development use
- Animation of the fish
