Prepare files for printing over nylon fiber.

We want to print mats over nylon with a manufacturer.
We need a specialist to take our RGB /CMYK vectorial files into a PANTONE+CMYK files with max 12 colors per design and optimize in order to repeat some PANTONE colors from one design to another.
At this point, the problem is not really the above, but it's to understand what exactly they need as a file and most importantly how to create decent gradients. We have given them CMYK PDF files but they had to recreate them in more "pixelized" and by doing so, lost proportions in texts, font size and styles among other issues.
This will require the candidate to communicate directly with them.
Please note, that this is not garment. These are 3mm high nylon fibers.
Please abstain if you know how to change one CMYK file to PANTONE and think this is the only thing required. Thank you for your understanding, but that is not what we need. We need someone who can understand preparing and optimising files to print and thus the printing methods.
One design, has to be optimised. It's something similar but even simpler than the image attached.
