Playing Cards Design

I want to design a pack of playing cards as per the attached details. I need a design file that can be used by print shops to print the cards & cut them. The size of each card is the standard playing card size. The design is only for 1 side of the card. The other side will be plain white for now. The deliverable for the project is a printable file in photoshop or adobe illustrator as well as a PDF file. The file should contain all cards in the deck and provide at least 1cm between each card and its neighbors to allow for easy cutting.

There is some creative work involved as some of the cards need to have an icon on them that explains what they do, as per the attached word file
