Photo Editing: Person Removal & Clarity Fix

I need a photo edited to remove one person and enhance clarity.

Requirements:
- Remove individual from photo (currently in front of a balloon arch with black drapery)
- Fill in background to match surrounding area
- Improve clarity of the entire photo
