Need to rebuild an image showing sites with circles around them on a map of the United States

I am looking for a skilled designer to rebuild an image that shows the distribution of sites on a map of the United States. The image should have circles around each site, indicating their locations.

I want to replicate the image attached called US Coverage AI with the US Broadband Map image, but add the dots and related circles. Ideally I would like the image dropped into PowerPoint and then have the dots and circles pop up as a sequence on the powerpoint slide.
