Need a professional motions graphic artist for my pic

I’d prefer an artist who’s done this a lot and that’s not an amateur. This is for business/social media. I have a picture that I need a motions graphic artist for. I’d like the wings and hair to move fluidly. And make surroundings such as the brick and the wall around wings look more ethereal too please. I’d like it so I can use this on social media.
