Microsoft Word newsletter template

I am trying to build a Word newsletter template. I have set up several of the graphic elements at the top and bottom of each page, but the elements shift whenever I enter text or copy and past any charts or tables into the document. I have tried anchoring the graphic elements, specifying fixed distances from margins, etc. yet the graphic elements still shift. So, what I need is a newsletter template that I can enter text and graphics into without having the design elements move.
