Map based social media app

I would like to create a Web App and a Mobile App.

It will be an interactive map with 3,000 privately owned lots (homes), in a vacation-style community in Pocono mountains, Pensilvania.

I am a real estate broker, and I own one of the lots here. Each Lot will be clickable on the map, and will bring up a popup window with information.

I think we can use Leaflet for the map and Wordpress for database.

The map will be available to the public, but only the owners will be able to claim their lots by registering, and creating profiles. For example, if the owner is an electrician, he will be able to claim his lot, which will stand out on the map. He will be able to add his contact info and information about the services he offers. I will have to approve each profile manually. After approved, when people click on his lot, a popup will open with his information.

When I have a lot for sale in this community, I will add it to the map and it will stand out even more.

Visitors will have an option to select which layer to display on the map, like:

Lots For Sale
Lots For Rent
Service Providers
Amenities

There will be an option search by lot number - lot will be selected and zoomed in.

As you will see on the map below, there are 9 sections, which will be displayed in different shades or colors on the map.

As you can see, the map needs to be cleaned up, because it consists of 10 photos stitched together, of a big map on a wall, behind a glass. I would like to hire a talented artist/designer to clean it up, and draw forest in white, unused areas, so the map looks more attractive, like a ski trail map, for example. It is my understanding that the designer will need to provide an SVG file for DOM parsing of lots. I would like to open a new project to look for the most talented designer, just not 100% sure in what format and dimensions he will need to provide it?

As you can see, all 3,000 lots are mapped out perfectly. To achieve this, one of the freelancers used local community website to download coordinates for the lots. He then uploaded the Spreadsheet to Atlas and all the lots started showing in correct shapes. I understand we can't use Atlas with our own CSS, and need to create a new map from scratch. I included it just for reference, and maybe you will find how we can use it to our advantage?
