Make line art from sketch outline on a 70 page comic book.

I'm looking for a freelancer to help me create line art for a 70 page comic book, See "Current" example how it is now and "How_I_want_it"! example on how smooth I want the outline to be, but including colors as in "Current" example.
I am no expert in tools that can do this efficiently. For those who are experts doing these things and want this project, please provide me a finished result based on the "Current".
