Layout Design for Mobile & Web App

Hello,
My name is Victor Kevin. I am a software developer looking to hire a UI/UX designer for an ongoing project hoping to launch this May. I will be requiring a UI designer to work on a mobile and possibly a website layout design for this application. I have a test version of this application available as a web app on www.firetrac.com. I am looking to possibly improve this web layout but the priority is the mobile app that is in development.
I prefer that you are very familiar with Figma but I would be fairly flexible with the design software that you use if it has most of the capabilities of Figma.
The scope of this project will be layed out during the negotiations phase but here is a non conclusive list of the tasks you may be asked to perform.
Mobile App & web app Layout Prototype with:-
* Element themes (buttons, dropdown menus, etc) (required)
* color palettes (required)
* Basic UI Utility themes (Nav Bars, etc) (required)
* Icon & illustrations (optional but a plus)
