Landing page for roofing estimates

We have created a formula + software that allows us to give precise estimates of walls, soffits and roofs for particulars: by uploading their blueprint, we will tell them the precise labour and quantity of material needed, thus reducing waste greatly for them.
We now would like to create a landing page ( we do not have a website) offering those very precise estimates in 24h for $75 so the requirements for the landing page are the following:

- Need to be modern, nice and attractive design but simple and the message must be easy to understand
- Need to be linked to our professional address that I can give in private and potential customers must be able to upload their blueprint.
- Must have a section to take credit card or Paypal payments that will be link to our company's bank account

And ideally, the freelancer who'll create this landing page will also have the knowledge to start an advertising campaign for us as well.

We're aiming to reach out to owners of houses throughout Canada.
