AI-Integrated Document Query Web Application

I'm looking for an experienced programmer to create an interactive web application with both front-end and back-end components. This application should be user-friendly, featuring a document repository and an AI-based chat portal.

Key Features:
- Document Interaction: Users should be able to browse through a list of documents, primarily PDF and Word formats, on the site.
- AI Chat Functionality: The application should have an AI chat capability (similar to ChatGPT) that responds to user queries based on the uploaded documents.
- Scanned Document Compatibility: The system must be able to read from scanned copies.
- Administrative Dashboard: A dashboard is needed to display usage statistics, such as the number of queries made.
- Back-End Infrastructure: You will need to design and explain the back-end infrastructure of the application.
