Help me create a poster

I have attached a file (Ex1.jpg), which was an old poster. I want to re create this poster from the start again with a few small changes, so I can print a poster 90 x 170 cm. The 'Ex1.jpg' file has instructions on it. I want to enhance the quality of the photo as much as possible because it will be blown up to 90x170cm to print as a poster.
