Graphical Web Slider with Programatically Conditions - UI Design

I want someone to create a graphical time slider design with drag and drop options. This contains a couple of cases and one must satisfy all the cases as mentioned in the attachment. The developer has to design with one set of sliders that has to satisfy all the cases mentioned in the attachment. Payment will be released upon satisfying all the cases as mentioned in the attachment.
