Graphic Design for car spoiler wrap

I have a 2002, Honda Integra and an idea for a wrap on my spoiler I am looking for help with.
I am basing the car off the Naruto character Rock Lee (An anime) and this is my idea:
I wanted to get a wrap that looks like his bandages he wears around his arms (See attached image) but need someone who can design it to look right. Ideally I wanted to also have two bits trailing off each side of the spoiler where it connects to the car like the tail ends of a bandana that will flow in the wind. Any ideas around how to make that work would be wonderfully appreciated.
