Enhance UX/UI for a working website with a creative and user friendly approach

We are looking for someone to help out with a re-design of a working website (around 10 pages including landing page). There are two phases in the project. The first phase would involve work to enhance UX/UI to make it much more appealing to users. This is a text-heavy web application and needs someone who has creative ideas to make it intuitive and interesting for the user. Later on, we will progress to a second phase which will involve moving to a progressive redesign to cater to mobile devices but that is not part of this iteration.
