Digital Art Poster Creation

I'm in need of a digital artist who can create a compelling 'directional' themed poster. The art should be engaging and appealing to potential buyers. Prior experience with creating digital art for sales posters is a plus. I will be interested in receiving the final files in formats: TIFF, PSD, PNG, and JPG. The designer would also have to agree to use my graphic design contract which is available to review prior to starting the job. I asked AI to create a sample but it couldn't use my picture and had typos. I'm interested in using one of the two photos in which I would like the designer to transform into a similar style as the AI (cartoonish). I will include the top with the California highway 1 logo, followed by 7 cities in which I would want 3 of them as surfboards and the others like driftwood. If this is something you're able to do and have samples please let me know.
