Construction of a Digital Platform in WordPress for the Needs of KOAAD
The Cyprus Organization for Solidarity, Security & Transparency (KOAAD) announces an Open Tender for the assignment of design, development and implementation services for an integrated digital platform in a WordPress environment .
PURPOSE OF THE COMPETITION
The assignment concerns the creation of a modern, accessible and secure online platform , with full support:
• Multilingualism
• Social connectivity
• Interactivity
• Thematic strengthening of the pillars of the ΚΟΑΑΔ:
Solidarity • Security • Transparency • Justice • Participation
PREFERENCE CRITERIA & SOCIAL ACCESS
The KOAAD reserves the right to prefer economically lower offers, provided that these adequately cover the technical and quality criteria of the project.
Priority will be given to offers that:
They are deposited by natural or legal persons with voluntary intention, with a reduced social return tariff.
They are submitted voluntarily or with a reduced social contribution tariff
They come from social enterprises, youth groups, individual creators or NGOs with a documented social footprint
They include proposals for post-implementation collaboration ( mentoring , technical support, training)
They come from social enterprises, civil society organizations, youth groups, or individual creators with a documented social footprint.
They contain proposals for voluntary or privileged cooperation with the KOAAD after implementation (e.g. technical support, mentoring , training).
These offers, although financially lower, will be examined under equal criteria of adequacy, reliability and safety
FINANCIAL TERMS & PAYMENTS
The total budget is: €1 – €450
No advance payment is required.
The contractor will invoice and be compensated in installments, per phase of completion, according to the progress and deliverables of the project.
The payment will be made as follows:
30% upon completion and delivery of full design, wireframes and information architecture.
40% with the full delivery of the platform in functional form and trial use (staging ).
30% upon final delivery, installation in a production environment, security testing and training material.
The Organization reserves the right to withhold up to 10% of the performance guarantee, which will be released 60 days after final delivery.
TECHNICAL & FUNCTIONAL FEATURES
The contractor is required to deliver a comprehensive platform with the following basic modules and
functions:

WordPress CMS (latest LTS version)
Responsive design (mobile/tablet/desktop)
SEO friendly
Multilingual support (GR / EN)
Fast loading speed ( Lighthouse score > 90%)
2. Content & Structure
Home page with dynamic content
Vision, mission, history & team presentation pages
News/Announcements with categories & tags
Participation, communication, application forms
Sections for programs, actions, campaigns
Social Interface Media ( YouTube , FB , IG , Threads , etc.)
Mailchimp / newsletter integration form
Supporting campaigns through embedded videos and storytelling

3. Specialized functions
Map/search engine for social points/structures
Member registration/login system (individuals & organizations)
Blog / forum / user communities ( BuddyPress or similar)

Implementation costs must not exceed the initial project budget (breakdown into: design, development, technical support)
The project will be carried out in 3 phases

BID EVALUATION CRITERIA
The offers will be evaluated based on the following qualitative and technical and economic criteria:
Proposal Quality & Completeness of Documentation Clarity of goals, technological approach, compatibility with project requirements 40%
Relevant Experience & Portfolio Similar projects, documented successes, especially in NGOs or social institutions 25%
Cost & Offer Transparency Cost analysis by stage, added value in relation to the financial aspect 50%
Implementation Schedule Realistic, fast and flexible delivery plan (maximum: 6 days) 15%
Project Team & Technical Adequacy Member specialization, roles, technological and social certifications 10%
Notes :
• Proposals with a social character (volunteering, reduced tariffs, mentoring) receive added qualitative weight , provided they meet the technical specifications.
• In case of a tie, the proposal with the best social and functional footprint will prevail .
