Design a green city to match the characteristics of a picture we provide.

We are creating a special economic zone in an area where there is nothing except villages. We want to keep the ambience of the villages, while creating a green futuristic city with modern attraction. We have a picture and we would like to keep the characteristics of the picture, but with added roads and bridges, residential commercial and industrial zoning and a large shipping centre.
