Design front page in Google Docs

We have a proposal we've built in Google Docs. We'd like the front page designed so a photo goes in the background, with no edges nor borders, seamless to the bottom, left and right edge of the page. We then want this photo to 'fade out' as it gets to the text on the page. We will give the winning bidder edit access directly to the document, so you can work directly on it. We will also give you a proper copy of the photo.
