UI Design for small hr platform

I am redesigning a HR platform with a bunch of features (4-5). I will do UX analysis and key screen UX design, I need someone to help me out with the UI design (visual guidelines, responsive UI layout and components design). The budget is limited, I expect someone who can discuss with me effort / outputs and budget.
