Design UI Interface

I am in need of a highly complex UI Interface design for my project. I'm not sure of the exact style and theme I want, which is why I am open to ideas. The UI design will mainly be used on smartphones, tablet and all types of browser. It should be optimized for the device resolution, since that's where most of the users will access it. I'm looking for an experienced designer who can create an amazing UI Interface that stands out and looks great. Good communication and impeccable attention to detail is needed.
There will be additional UI items which will be added during the progress of the work. The template should be flexible to adapt changes. After successfully designing UI interface you will be developing backend coding. The specifications are as per squareyards. Therefore please mention your extra cost to develop a backend. Please note that this is an auction website so I want someone with expertise in coding to engage many people participating in the auction. Realtime bidding, bidding increments after a certain number of bids, vendor bids, etc will be part of the coding.
