CD/DVD Sending Site with User Registration
I am looking for a developer to create a website that allows users to send CDs and DVDs. The scenario is: user inserts cd/dvd to the drive, the app/website is uploading encrypted contents of the dvd to cloud, the result is a unique code eg: K6789. the key can be sent to the receiver and will enable to download the contents of the CD.
Key features:
1. insert cd/dvd, alternatively select a folder, > upload to cloud> give code> send code to reciver> the receiver gives code at website>downloads the contents of CD/DVD into a folder. [not intended for music, film cd/dvds]
The use should be as easy as possible. Insert, upload, code, download
It is intended for sending CT, MRI examinations to doctors.
- Basic template: I need a simple, functional design. A basic template will suffice.

Ideal skills and experience:
- Web development experience, particularly with creating user registration and payment processing features.
- encryption knowledge [the CT/MRI data is considered private information, and patient private info] by giving the code to the doctor, the patient will give the data, the doctor will have to tick a box before download, that he is a doctor, knows the downloads is confidential, etc.
The user experience has to be as simple as possible.
Two scenarios - one free - slow, after registration, buying a pack of transfers, fast operation.
