Creative Sketch Design Needed

We need to use the SpongeBob image but replace SpongBob with the guy from the other image, and put the guy in a shirt, shorts, and a sun hat. This needs to be in a vector format.

Please let me know how long it would take to complete the project, and please provide examples of previous vector work.
