Create, modify, replicate graphical Icons from raster to vector format

The client owns a series of raster icons and illustrations which need to recreated in vector format. Some need to be created from photographs, others created from raster images, and others again, need to be visually modified and then created in vector format.

1)Create new vector based icons from photograph examples
2)To replicate existing raster icons into vector format icons
3)Modify existing raster icons into vector format

All deliverables to be in Adobe Illustrator
All objects components and objects to be on separate layers
All Intellectual property to remain or be released to client
