Create .eps image out of this image.

Basically want to get a higher resolution and edit stuff, except I only have a low resolution .jpg image
Can someone create a .eps version of it so I'm able to export at any resolution or format I want?
The draw lines are windows. Create however you want but should be similar to the image.
