Create a Newsletter Template in Publisher

I need a template for a 1 page (front and back) and a 2 page (A3 size paper 11x17" which would be a total of four page newsletter) template for our dental practice. I would like our logo to be incorporated on the front page of the newsletter and the color scheme to be similar to our logo colors. Please see attached. The files need to be exported into Microsoft Publisher.
