Create Graphic ADs for Meta

I'm looking for a talented freelancer who can help me generate static ads for various clients on a 1:1 and 9:16 basis. I would like to establish a workload for ADs with a fixed monthly fee. Depending on the volume, I'm willing to pay the freelancer up to €1,000 per month. Of course, I'm looking for initiative and experience.
