Create Dripping Style Header

We request the creation of a dripping style image that can be implemented into the website page. The image should be divided into 2 sections (drip) and an upper banner. The same should simulate cake dripping as the image below shows. Should have that sprinkle effect and the color pink should match HEX code #F2A2B1.
