Cookie Consent Banner for Wordpress website

I need a custom cookie consent banner for a wordpress website i am developing for a client.
The reason i need help is because my client wants a transparent image of themselves attached to the consent banner (See attached mockup photo - it’s just an example).
It’s preferred if this can be done in a way that makes it easy for me to change the image in the future.
