Convert and Refine Black Design Elements

I need the black parts of my design (and the black parts only) turned into an EPS file and an SVG file.
- Current Design File: The only design file I have is a JPG or PNG.
- Required Adjustments: Minor refinements to the black parts are needed before conversion.
- Specific Refinements: The edges of the black parts need to be sharpened.
