Convert PNG to vector graphic

Hallo,
I'm looking for someone who can convert the attached PNG to a vector graphic (eps or ai, useable with Corel).
The background should be removable, the elements of the design (letters, hills, animal etc) should be recolorable for working with different background colours (black, white, blue).
The graphic is used for printing on shirts.
