Classic Formal Letter-sized Certificate Design

I am in need of a well-executed certificate design tailored to my specifications. Here are the specific requirements:

- The template should perfectly fit a Letter size paper (8.5 x 11 inches).
- The orientation I'm after for the certificate template is Portrait.
- The design should channel a Formal and classic style.
