Change a date on a jpg flyer

I am looking for a freelancer to change the year on a jpg flyer from 2023 to 2024 in two spots. I only have the jpg file and do not have the original design file. No other changes are required. The ideal freelancer should have experience with graphic design and be proficient in Adobe Photoshop or Illustrator. The project is expected to be completed within a short timeframe.
