CHANGE HOTSPOTS ICON IN INTERACTIVE IMAGES

I am looking for someone who can change the hotspot icons in my static images. The images are interactive and have clickable hotspots. The ideal candidate should have experience in graphic design and be able to create minimalistic hotspot icons that fit with the overall style of the images. The new hotspot icons should be pulsating. The preferred file format for the new hotspot icons is custom html.
