Business Card Fit in Printing Template

I had some cards designed that I am trying to get printed. I was told by the printer "Please make sure that the final dimensions with the bleed are 3.6 x 2.1 inches. The background should extend all the way to the edge when the canvas has the dimensions mentioned above. "

I already have the design which I will supply on request.
