Build me a logo/T shirt Art

I will be putting this logo onto a T shirt, maybe a sticker but depending on size and detail probably not. I want it to say "SAVE THE V8s!" In bold with some form of design that involves a wrecked classic muscle car. But im not an artist, thats why im posting this job so dealers choice on how to make it loon nice. The art style im aiming for is almost similar to the brand sketchy tank where its cartoony but not too cartoony, definitely not too much detail, and probably a skeleton like in the car wreck. Again, i am not an artist, i get ideas and then i talk to actual people with art, tattoo, graphic design skill to help me. Please reach out for any questions. I would prefer this design in PDF form so i can repeatedly upload it. I was hoping to get this done for under $100 but shoot some prices at me, im willing to work with whatever.
