Build an Web App similar to Popl or Linq

I'm looking for a developer that can be able to create a Progressive Web Application (PWA) to manage Digital Business Cards (DBCs) such as Popl, Linq, or Ovou.

The users of this app should be able to:
- Create one account;
- Create one or multiple profiles for each account;
- Edit each profile with his/her information (photo, name, number, email, role, company, location, etc.) and several kinds of links, such as Social media links (Instagram, LinkedIn, Youtube, etc.) and others;
- Share a QR Code that points to his/her DBCs;
- Generate a vCard with his/her own information for others to save on their devices;
- Capture others' information (Lead Capture);
- Manage NFC devices linked to his/her DBCs;
- Subscribe to a "Basic" or "Pro" Account Plan (which will give him access to fewer or more features).
