Book designing

I am looking for help to design a book. The book is a Golden Jubilee Souvenir and requires both cover design and interior layout design. The book contains less than 100 pages. I need help from someone with the right design skill set to deliver this project. The designer must be creative in their thinking, have the ability to design both the cover and interior layouts for a book, and work within my specified timeline.
