Banner Creation

I am going to need two banners in PDF format. 1) 10 x 1.5 and the other is 2) 4x9 feet. I need a creative designer based on some pictures I took. The idea is to make it look Parisian. I'd like Gold font. Black background on font but Red where the Green is on my attached photos. To make a frame around the words (like the frame on the Green picture). See the 23 on the green picture? Put on both sides such a box with "Paris 1973".
