Animate a part of a photo

I'm looking to animate a little part of a high quality photo.

I'm working on affinity design not Adobe Indesign
The source file is not vectorial, it's just a photo
I can remove the watermarks, I just added them for this post.

Again, THE SOURCE FILE IS A HIGH QUALITY PHOTO, NOT A ADOBE INDESIGN FILE !
